Loris man arrested for raping a 13-year-old girl

On Tuesday, Horry County police arrested a man they believe sexually assaulted a 13-year-old girl twice. He's a registered sex offender in South Carolina.
Matthew Miller, 25, of Loris, is accused of raping the girl this past summer.
On December 22, 2012, the victim was taken to the hospital complaining of lower back pain and told her guardian she was raped by Miller on two separate occassions.
The victim told police Miller was at the home where she was staying in July.
The girl was in her car with Miller, and the victim told police Miller forced sexual intercourse with her.
The victim told police about two weeks later, Miller was at the house again.
Miller pushed her against his car and forced her into his back seat, the report says.
The victim stated Miller forced sexual intercourse with her again.
She told him she did not want to do it, but the suspect told her it was ok, according to the report.
The victim's guardian told police the victim has been in her care because the victim was sexually assaulted when she was nine years old in North Carolina.
Miller is a registered sex offender in South Carolina. According to the SLED database, he was convicted in 2006 of Criminal Sexual Conduct with Minors who were 13- and 14-year-old girls.
According to the Horry County courts website, Miller pled guilty to those charges. He was sentenced to five years for each count to be served concurrently, but those sentences were suspended. He was also sentenced to another five months, but was credited for time served. He also served five years of probation and had to register as a sex offender.
