A mother was arrested and police have warrants out for her friend for unlawful neglect of a child.

Amber Lynn Fulk, 26, of North Carolina, says she left her two children with Joshua Chappell, 21, also of North Carolina, at the Sea Gypsy Motel Saturday.

The people in the room next door heard loud banging and came out of the room to find the children locked out of their room and hungry. The oldest was just four-years-old.

The boy told police his mother went to work and Josh beats them.

The children were taken into emergency custody.

A dog in the room was taken to the animal shelter. It was in the bathroom with urine and feces on the floor and had no food or water.

The police report says the officer was going to obtain warrants for Chappell. We're waiting to hear back from police to see if he was found.
