Horry County Council talks trash with local delegation

Horry County Council met with the legislative delegation to discuss a pair of bills that would break the county's monopoly on solid waste.
The two bills, House Bill 4721 and Senate Bill 514 would kill a flow control ordinance passed in 2009. H. 4721 currently has 63 sponsors, which means it's most likely going to pass.
Right now, garbage picked up in Horry County has to be disposed of at the Horry County Solid Waste Authority.
Council expressed concerns that if solid waste flow control is removed completely, fees to drop off garbage will increase and educational programs funded by the fees will be removed.
A letter written by Myrtle Beach Mayor John Rhodes to members of the state legislature, on behalf of the S.C. Coalition of Mayors, said the organization is in favor of the legislation. Rhodes said their ultimate goal is to expand job opportunities on the Grand Strand, and the two bills ultimately support that goal.
No decisions were made and a compromise wasn't reached during Friday's meeting. The discussion lasted nearly three hours before council and legislative members broke for the day.
