SC budget plan requires abortion fetal pain notice

COLUMBIA, S.C. (AP) - South Carolina senators have agreed to require that abortion clinics notify women that a fetus feels pain.

The measure passed with a voice vote Wednesday during debate on the state's $5.8 billion proposed spending plan.

The Department of Health and Environmental Control would be required to spend at least $100 to prepare printed material that says a fetus at 20 weeks can feel pain and that a woman can request anesthesia for the fetus during an abortion. 

Debate then turned to an amendment that makes sure the state's health insurance plan could allow abortions for the well-recognized federal exceptions for rape, incest or the health of a woman.

But Republican Sen. Lee Bright of Spartanburg argued that those exceptions shouldn't be allowed.
