(AP) -- South Carolina legislators will debate plans to require voters to have a photo identification and which allows for two weeks of early voting.

The Senate Judiciary Committee takes up the legislation Thursday.

A subcommittee combined those issues into a single bill last week.

Democrats had been strongly opposing the requirement that people produce a photo ID before voting. But they've also been pushing legislation that allows people to head to polls as a way of encouraging more people to vote and to shorten lines on Election Day.

The American Civil Liberties Union says there's no need for a stronger photo ID law because there's no evidence that people are impersonating other voters.
