(AP) -- COLUMBIA, S.C. (AP) - Gov. Nikki Haley is scheduled to announce details of the job training initiative she referenced in her State of the State speech.

Haley has planned a news conference Thursday at Midlands Technical College in Columbia with the president of the workforce development division of ACT. ACT is better known for its college admissions test.  Its Work Readiness System involves tests, training and certification.

South Carolina's unemployment rate was 9.5 percent in December. That's the lowest it's been in three years.

Haley said in her Jan. 18 address she would soon unveil a restructuring of the state's work force training program.

She said then the tools for an effective job training program already exist, but the state needs to do a better job of putting the puzzle together.
