HORRY COUNTY -- The 15th Circuit Drug Enforcement Unit says through an investigation, they identified Robert Thomas Libby, 22, as a heroin dealer.
They found his SUV parked at the Horry Georgetown Technical College library at 1 p.m. Wednesday.
Agents say a K-9 alerted that there were drugs in the SUV.
Agents and police found Libby in the library and asked him to come outside.
They say Libby gave them consent to search his vehicle, where agents found a cigarette box filled with eight wax paper envelopes containing a powder substance.
Agents say Libby told them he bought nine envelopes on Tuesday for $20 each from a man in Longs. The police report says Libby said he only used heroin once every other week.
The booked Libby into J. Reuben Long Detention Center Thursday on a charge of Distribution of Heroin.
