Zais discussing SC's No Child Left Behind waiver

(AP) -- South Carolina schools Superintendent Mick Zais is talking at a Columbia school about his proposal for opting out of No Child Left Behind.

Zais plans to visit Rosewood Elementary on Monday. The school rated "excellent" on its 2011 state report card under South Carolina's education accountability law. But it was labeled as not making adequate progress under the federal law because it missed one of 17 goals.

Zais says he wants to replace the federal government's all-or-nothing accountability system with one that makes sense. The Education Department is seeking input on its proposed fix through Jan. 23.

The agency must submit its application to the U.S. Education Department by Feb. 23.

Most states are requesting a waiver from the 2001 federal law.
