Tom Rice wins the Horry County Council seat with 71% of the vote to Vincent Lehotsky's 29%.
With all physical precincts reporting, Horry County has declared Rice the winner with 43,300 votes to Lehotsky's 17,613.
Rice, a Republican, will take over for the retiring Liz Gilland.
