ROTC instructor accused of assaulting student

Phillip Welsh, 47, of Georgetown has been charged with Assault and Battery 3rd Degree.

Welsh is the ROTC instructor at Carvers Bay High School in Georgetown County.

He is accused of placing a 17 year old male student in a choke hold and throwing him to the floor on Wednesday, according to the Georgetown County Sheriff's Office.

They say the victim did not report any injuries at the time of the incident.
