CHARLESTON, S.C. (AP) - Key leaders from across South Carolina are meeting in Charleston to discuss how the state will deal with the next big disaster.

U.S. Sen. Lindsey Graham, State Emergency Management Division Director George McKinney and Congressman Tim Scott are attending the Monday meeting.

It's being hosted by Medical University of South Carolina President Dr. Ray Greenburg and the university's Center for Health Professional Training and Emergency Response.

Planners say that during a disaster, most people bypass first responders who can help and instead go directly to hospitals and other public health facilities, often overwhelming their resources.
