On March 3, an Animal Control Officer found a dog in "very poor health" on Highway 15, according to a police report.

The pitbull was found emaciated, with visible rib and hipbone outlines. The dog was bleeding from two locations.

The ACO took the pitbull to the Animal Emergency Hospital because they could not locate the dog's owner.

Neighbors told police the owner of the dog had moved out of the house and left the pitbull behind.

The owner had left the pitbull on a short lead, with no shelter, when temperatures were below freezing at night, according to the report.

Jacquan Dontari Fulton, 25, was arrested in connection to the incident.

Fulton is charged with Abandonment of Animals and Mistreatment of Animals. He is being held at the Myrtle Beach Jail.

Myrtle Beach Police say they have had prior incidents involving Fulton and the pitbull.
