A Conway man charged with Ill Treatment of Animals has been sentenced.
Samlong Rouppasong, 47, was sentenced on Tuesday in the Horry County Magistrates Office in Conway.
A judge is requiring him to pay $1,092.50 for each of the two charges or 30 days in jail on each charge.
On November 19, 2012, Horry County Police were called to Hickory Hill Circle near Conway.
An officer was checking on Rouppason because he had warrants out on him.
That's when he noticed two pit bull puppies in a back room that were in poor shape.
The officer said the smell of feces and urine was "overwhelming" and the room was covered in feces, according to the police report.
The officer noticed several old dog food bags that were faded and appeared to have been there for a while.
He said there were four bowls, and none of them had food or water.
The dogs were "skin and bones," according to the report.
Rouppason turned himself in on November 29, 2012
He was booked into the J. Reuben Long Detention Center on Tuesday where he is still being held.
