(AP) -- COLUMBIA, S.C. - An independent panel created by Gov. Nikki Haley is scheduled to discuss recommendations for strengthening South Carolina's ethics and public records laws.

The state Commission on Ethics Reform meets Tuesday morning. Haley created the study group last October by executive order, saying she agrees state ethics laws are too weak and vague.

The group must make its recommendations to lawmakers by Jan. 28.

When Haley formed the group, the House and Senate already had separate panels developing their own ethics recommendations. Haley applauded those efforts but said experts outside of public office needed to weigh in. The commission is co-chaired by two former attorneys general: Republican Henry McMaster and Democrat Travis Medlock.

Legislative leaders of both parties say ethics reform will be a top priority for the session starting Tuesday.
