Two people have been charged in a Timmonsville water theft investigation.

State police warrants say Jim Garland, III and Joe Whitaker, Jr.

are each charged with altering, tampering and bypassing utility meters.

Garland is accused of re-piping the water line to his home so the meter would not record his water usage.

The arrest warrant for Whitaker says his water meter had been switched out so that the town couldn't accurately read the actual amount of water consumed.

The investigation continues.
