Dillon police charged Tommy Clack with three counts of breach of trust.
Officers say Clack swindled three women out of nearly $45,000 this month.
One victim said Clack came to her home stating he had some leftover concrete and that he could repave her driveway. The victim asked how much it would cost and he reassured her that he would take care of her and without an official agreement, Clack started to pave her driveway.
After he was finished, Clack asked her for $25,500 and the victim paid him, in part because he was in her home asking for the money, according to the police report..
He told another victim the same story, that he had leftover asphalt from a job, told the victim he could pave the driveway for $12,000 and the victim stated he didn't have that kind of money. According to a police report, a crew showed up the next day, started paving the driveway without an agreement.
The victim asked the crew where Clack was, they didn't give an answer and when the job was finished he showed up wanting $12,000. Clack then knocked the price down to $8,500 and the victim wrote him a check for that amount.
The third victim was approached by police when they noticed she had a freshly paved driveway. She showed the officer the invoice for $18,000 and stated that two guys came to her home, said they had extra concrete leftover from a job around the corner and she agreed because she thought it was free.
After the job was finished, Clack came to her door, gave her a invoice for $18,000 and she wrote him the check because she didn't know what else to do.
Dillon police have placed a hold on Clack at the Florence County Detention Center where he's being held on a fugitive warrant out of Maryland.
A judge sentenced him to five years probation Monday for four jobs in Florence County.
