The 119th session of the South Carolina General Assembly reconvenes Tuesday at Noon.
Lawmakers expect to have nearly $1 billion more in the budget this year. The question is, do they increase spending in the state budget or refund part of the money to tax payers.
Representative Phillip Lowe says what to do with the extra money could turn out to be a major dilemma for lawmakers this session.
"A lot of people will say that these agencies are really deserving and need this money, and on the other side of it other people will say if they've made it let's keep government lean and let's give money back to the taxpayer."
Lowe says there are 85 bills from last year that have passed the House and are waiting to be debated in the Senate.
He says the bills deal with the economy, jobs, and reforms on spending.
