COLUMBIA, S.C. (AP) - South Carolina Gov. Nikki Haley is expected to issue vetoes on the state's $6 billion spending plan.

Haley faces a midnight Tuesday deadline to decide what she wants legislators to scrap from the proposed budget that takes effect Friday.

Haley's expected to veto the Legislature's proposal to use state money for the 2012 Republican presidential primary.

The spending plan has winners and losers. It gives employers a $146 million break on unemployment taxes and $56 million added to public schools budgets.

But it also locks in reductions in Medicaid services for things like shoes for diabetics and reduces that program's reimbursement rates for doctors and hospitals by $125 million.
