(AP) -- South Carolina'sfirst in the South Republican presidential primary has funding and operational questions popping up.

The state Election Commission wants the state attorney general to clarify that the commission can conduct the 2012 presidential primary after a budget compromise last week made it unclear how the primary would be run and financed.

Republican Gov. Nikki Haley told legislators in March not to put money in the budget for the primary because the political parties should pay for therm.

The budget would have allowed the GOP to reimburse some of the $1.5 million for the primary. That measure also made it clear the Election Commission would run the primary.

State Republican Party Executive Director Matt Moore says the February primary isn't threatened and will go on as scheduled.
