Over the years, police have responded to shootings, fights, drug sales and even a murder at Saint Stephens Apartments in Dillon.
James Grace and Keith Brewington have a vision for Saint Stephens and it started with changing the name to Sunflower Place Apartments.
"We really want them to see a positive outcome with the change of ownership the change of the name." said Brewington.
Grace is the new owner of the complex. He is the owner of Touchstone Investments incorporated out of Winston Salem, NC.
He partnered with Brewington and the Community Development Corporation (CDC) of Marlboro County.
The CDC seeks to rehabilitate communities that have been plagued with crime.
"I can't make this a safe place only the people that live here can , so we have to help support them in their efforts everyone wants to live in a safe environment each and every one of us," said Grace.
Brewington said, "We can overcome any negative impacts of the past with positive outlook and buy in from the community and residents."
The men say that's the key getting the residents involved.
"You will be able to see a difference in a this property in a year in the people because people have been switched on to say ok somebody is trying out here trying to help," said Grace.
The help goes beyond the building and reaches out to residents.
Grace also partnered with the Dillon County Economic Development Partnership to establish a computer lab and resource center for all residents, including children.
"We're really focused on the very youngest from pre-k all the way up to the oldest adult and what we're trying to do is create a talent pool for not only industry but any business in Dillon County," said Tonney McNeil.
That incorporates Grace and Brewington's' overall vision to turn Sunflower Apartments into a thriving community where residents are building character and having pride in the place they call home.
Grace says he will also create a few jobs through renovations at the complex.
He plans to start the renovations in July.
