GOP's early voting opposition may nix Haley agenda

COLUMBIA, S.C. (AP) - South Carolina Republican House members are opposed to early voting legislation, which could threaten Gov. Nikki Haley's plans for legislators to take up government restructuring.

Legislators return Tuesday for a wrap-up session to handle the budget and drawing election district lines.

Haley wants them to include restructuring efforts such as having the governor and lieutenant governor jointly and moving much of the state's bureaucracy into a new Department of Administration.

But legislators have to pass a special law to do that and it requires a two-thirds vote.

Democrats say they'll block that unless Republicans agree to take up early voting.

House Speaker Bobby Harrell of Charleston says early voting needs more time to debate than legislators have in the two-week session.
