Debate on a $6 billion South Carolina spending plan may maroon legislation Gov. Nikki Haley and businesses want that would limit lawsuit awards.

Legislators Tuesday will begin a fifth week of debate on the state budget. Senate Finance Committee Chairman Hugh Leatherman says he has never seen debate go on this long in his more than three decades in office.

Also stuck behind the budget is a proposal to give online retailer Amazon a break on collecting state sales tax in exchange for locating a facility in Lexington County.

State law requires legislators to adjourn by June 2. They're expected to return on June 14 to deal with vetoes and redrawing legislative district lines. But senators haven't approved a plan to do that.
