$5.2B spending plan up for debate in SC House

(AP) -- COLUMBIA, S.C. (AP) - South Carolina legislators will begin a second day of debate on the state's $5 billion spending plan.

Tuesday's debate comes after legislators approved plans on Monday to reduce spending on some education programs while increasing money for others. For instance, physical education programs lost money but public charter schools would have more.

Legislators also rejected efforts to shield rural hospitals from $125 million in Medicaid reimbursement cuts.

Governor Nikki Haley asked legislators to increase health insurance premiums for state workers by $16 million. That would have added about $28 to health insurance costs for each paycheck. Legislators haven't included her proposal in the spending plan.

Legislators expect to wrap up discussion on the spending bill by Thursday and send it to the Senate.
