South Carolina legislators advance ATV safety law

COLUMBIA (AP) -- South Carolina legislators have advanced a bill putting age and safety restrictions on all-terrain vehicles.

A House panel voted unanimously Tuesday to send it to the full agriculture and environmental affairs committee.

The measure is dubbed "Chandler's law" after 16-year-old Chandler Saylor, who died in an ATV accident after his parents dropped him off at a friend's birthday party in 2003. His parents have been pushing for safety restrictions ever since.

The departure of Gov. Mark Sanford may improve the bill's chances. Sanford twice vetoed the legislation, and supporters couldn't muster enough votes to override them.

The bill would bar children younger than nine from driving an ATV. It requires anyone under 16 to take a safety course and wear a helmet.
