(AP) -- NORTH CHARLESTON, S.C. (AP) - The mayor of South Carolina's third-largest city is preparing to deliver his annual message to residents.

North Charleston Mayor Keith Summey presents his state of the city address Thursday at City Hall. It will also be available over the Internet.

A new Boeing aircraft assembly plant is currently under construction in the city. The $750 million plant that is the single largest industrial investment in state history.

Summey is also involved in a dispute with the state over plans for a rail yard at the old Charleston Naval Base to serve a new port terminal there.

The Post and Courier of Charleston reports Summey is expected to announce plans to seek a fifth term as mayor during the coming weeks.
