SC carriages may roll without $26K fee

Horse-drawn carriages will be allowed to roll through Bluffton near the South Carolina coast without a carriage company first posting a $26,000 fee.

The Island Packet of Hilton Head reports that Bluffton Town Council on Tuesday reversed a decision it made last month requiring Alan and Kay Ulmer of Buckingham Plantation Stables to pay the fee.

The money was to be used to regulate the carriage tours, including enforcing the tour route and traffic rules and making sure someone cleans up after the animals.

Town manager Anthony Barrett had suggested the fee based on half the annual salary of a town police officer.

The council has decided the amount of time that police spend monitoring the carriages will be recorded and the company will be billed later.
