(AP) -- COLORADO SPRINGS, Colo. (AP) - Homeland Security Secretary Janet Napolitano says the increase of homegrown terror plots means the public and local law enforcement will often be on the "front lines" in the counterrorism battle.
Napolitano said during a speech in Denver on Thursday evening that "homeland security begins with hometown security," and that Washington is working to share more information and resources with local law enforcement and the public.
She was speaking to Denver's nonprofit Counterterrorism Education Learning Lab.
Earlier Thursday, Napolitano told a National Symposium on Homeland Security and Defense in Colorado Springs that the Defense Department's supersecret National Security Agency can be used "appropriately" on civilian cybersecurity matters.
