Local steelworkers union president James Sanderson says maintenance workers will be the first to return in the next few weeks.
They'll get all the equipment ready for production. Sanderson says that's expected to take about three months.
A company spokesperson says Arcelor Mittal is currently evaluating market conditions to determine a timeline for the restart of the Georgetown facility.
Once the plant is up and running, more than 200 workers will return.
The mill shutdown last summer because of the recession.
