(AP) -- CHARLESTON, S.C. (AP) - Talk centers on both boats and trains as South Carolina lawmakers discuss a new $525 million port terminal in a coastal town.

The Legislative Research and Oversight Committee on the State Ports Authority meets in Charleston on Thursday with rail access a topic of discussion.

North Charleston Mayor Keith Summey wants to prevent any trains coming from the north end of the old Charleston Naval base. He doesn't want port traffic passing through an area that is part of a $1 billion urban renewal project.

His plan requires rerouting track and CSX Transportation allowing competing Norfolk Southern to use its lines for a price.

But some lawmakers say it's better for the state to have a competitive rail yard accessible to both lines.
