(AP) -- South Carolina Gov. Mark Sanford's proposal to keep much of the state's bureaucracy operating in the wake of his veto involves raiding $13 million from a program set up to help local governments with their infrastructure needs.
The state Budget and Control Board posted the plan Sanford's staff completed on Friday on its Internet site.
A brief statement said the money would be used to cover payroll and essential operating costs through September. Sanford's budget veto of $29 million had cut money for programs that include running the state's computer system, operating a Confederate museum and making financial forecasts for the state's budget.
State Sen. Brad Hutto said Sanford's plan amounts to a raid on a trust and likely will bring a legal challenge.
