COLUMBIA, S.C. (AP) -- The mayor-elect of South Carolina's capital city has been cited for driving without headlights in an early morning crash that severely injured a Columbia woman.
Columbia police also said Wednesday the other driver has been cited for driving without insurance.
The crash happened around 6 a.m. April 21, hours after Steve Benjamin was elected as Columbia's first black mayor.
The 40-year-old lawyer and lobbyist was not hurt. Hotel worker Deborah Rubens has been in the hospital for over a month with brain injuries and broken bones.
Police had been criticized for not relinquishing the investigation to an outside agency. Chief Tandy Carter was fired, and interim Chief Carl Burke says he has completed his probe and handed over the results to the Highway Patrol for review.
