(AP) -- CHARLESTON, S.C. (AP) - The South Carolina mayor who led his city through the devastation caused by Hurricane Hugo two decades ago is on Capitol Hill to talk about disaster recovery.

Mayor Joe Riley speaks on Wednesday before the U.S. Senate Committee on Homeland Security.

He's discussing reforms of the Stafford Act governing the nation's response to both natural and man-made disasters. Riley serves on the Stafford Act Reform Task Force of the U.S. Conference of Mayors.

That task force has suggested several changes in the law, including giving the president authority to waive the act after a disaster. The mayors also want Washington to adequately fund and streamline hazard mitigation grants.
