COLUMBIA, S.C. (AP) -- More than a year of criticism about problems at the South Carolina Employment Security Commission is ending with Gov. Mark Sanford now in charge of deciding who will try to turn the agency around.

Sanford on Tuesday signs a bill that creates a new Cabinet-level Workforce Department. The law allows him to appoint the director for the renamed agency.

His spokesman won't say how soon Sanford will appoint a director. House Speaker Bobby Harrell said last week it's up to Sanford to decide the best person to fix the unemployment and jobs agency's problems.

The commission has been criticized by auditors. One report said the commission didn't do enough to head off the need to borrow close to $1 billion to keep unemployment checks paid.

Another said the commission lacked accounting skills.
