(AP) -- North Charleston Mayor Keith Summey is complaining about Orangeburg County's request for millions of dollars in federal money for rail improvements.
Mayor Keith Summey says the plan would put rail lines through the north end of the old Charleston Naval Base to a new state port.
Summey has written the Orangeburg County Development Commission about why the county is asking for money for rail lines 60 miles away.
Commission Executive Director Gregg Robinson says he's surprised by the complaint, saying he's happy to discuss the request.
The request would support a $600 million distribution center and manufacturing park near Santee.
North Charleston opposes a railroad though redeveloping neighborhoods at the base's north end.
That was part of an agreement with the State Ports Authority for the new port.
