Former Horry County Council Chairman Tom Rice beat Gloria Tinubu in the November election to be the first to represent the district that encompasses the Grand Strand and the Pee Dee, the newly formed 7th Congressional District.
He's expected to be sworn-in to the 113th Congress at noon Wednesday in Washington, DC.
The primary election to fill his seat on Horry County Council is expected in March.
