(AP) -- A federal judge in South Carolina says the National Labor Relations Board can't make private businesses post notices informing workers about their rights to join or form a union.

The Post and Courier of Charleston reports that Chief U.S. District Court Judge David Norton ruled Friday that the requirement exceeds the powers of the federal agency.

The U.S. Chamber of Commerce and the state Chamber of Commerce sued over the rule in September. The NLRB has said the agency has the right to require the posters under the National Labor Relations

Act just as other workplace posters inform workers of rights under other laws.

In a separate lawsuit, a federal judge in Washington found that the NLRB could require the notices. Appeals could resolve the differing rulings.
