SC man who says he was stunned sues police chief

EHRHARDT, S.C. (AP) -- A South Carolina man has sued a town and its police chief, saying he shot the man with a Taser in a dispute over equipment he had installed.

Ehrhardt Police Chief James Preacher said Thursday he used a Taser on Scott Mocan. Preacher says it was after Mocan resisted arrest for breach of peace.

The lawsuit says Mocan went to the police department Aug. 18 to collect payment for equipment he installed at town hall and the police department. Mocan says the chief asked to see his driver's license, and used the Taser after he refused and tried to leave the room.

Preacher says he didn't ask to see Mocan's license before trying to arrest him. Preacher's attorney has filed a motion asking a judge to dismiss the lawsuit.

Mocan's attorney, Bobby Frederick, would not talk about the lawsuit.
