All trash in Horry County must now be dumped in county owned landfills.
Horry County's new trash flow ordinance took affect Monday.
This comes after a federal judge refused to put the new rule on hold.
Two private trash collectors asked the judge to do that until a lawsuit against the Horry County Solid Waste Authority is settled.
Some private haulers say the new rules will put them out of business and create a county-run monopoly.
Supporters say flow control will keep the county from losing millions from the garbage going elsewhere.
