South Carolina Law states the liability in a dog attack lies with the owner or person having the dog in his care. What do you think? Are the penalties strong enough?

Dogs running loose attacked and killed Sirlinda Jane Hayes in Dillon County Thursday. The owner of the dogs was also hurt, he's recovering from his injuries.
