A Richland County deputy will become the sixth police chief in three years for the South Carolina's largest city. City Councilman Daniel Rickenmann told The State newspaper of Columbia on Friday that Chief Deputy Randy Scott will take over as interim chief Oct. 15. Acting Chief Carl Burke retired Friday.
